What changed in the FY 2026/27 budget?
For cars imported from mid-July 2026, tax depends on customs (CIF) value rather than motor power. Reports of the Finance Bill give a flat 20% customs duty, a Clean Infrastructure Investment Fee that rises from 2.5% to 130% by value band, a road fee and 13% VAT. The effect is gentle for cheaper cars and steep above Rs 40 lakh customs value.
| Up to Rs 20 lakh | 2.5 % |
|---|---|
| Rs 20-30 lakh | 20 % |
| Rs 30-40 lakh | 35 % |
| Rs 40-50 lakh | 90 % |
| Over Rs 50 lakh | 130 % |

How much does an EV cost to run?
Electricity is far cheaper per km than petrol. In our worked example an electric scooter costs about Rs 0.46 per km at home against Rs 4.44 for a petrol scooter (petrol Rs 200 a litre, electricity Rs 11.55 a unit including 5% VAT, 1,000 km a month). Over five years that is about Rs 2.4 lakh saved on energy for the scooter and Rs 11.2 lakh for a small car at 1,500 km a month. Purchase price, tax, servicing and the battery change the total.

Where and how do you charge?
Most owners charge at home overnight on the normal NEA domestic tariff, which is Rs 9.50 per unit for 51 to 250 units a month and Rs 11 above 250 (15-ampere single-phase meter). For longer trips, Himal Press reported that the NEA switched on 51 fast-charging stations in September 2023. Check the current map and your route before a long drive.

Range, battery and warranty
Claimed range depends on the test cycle. NEDC figures are higher than WLTP for the same car, so compare like with like. Real range is lower in hills, with a full load or with the air conditioner on. Our range explainer shows the differences. For ownership, read about battery warranty, battery replacement cost and servicing cost.
How big is the EV market?
According to a Himal Press report of Customs data, Nepal imported 15,806 cars, jeeps and vans in FY 2025/26, of which 10,847 were electric, about 69%. The year before, electric cars were about 77% of 17,720. The pre-budget rush and the tax change both move these numbers from year to year. Our import numbers article has the detail.
